| فـــي… الوقت الذي تؤكد فيه الاتفاقيات والمواثيق الدولية لحقوق الإنسان والتي من بينها الاتفاقية الدولية لحقوق الأشخاص ذوي الإعاقة 2006 – وتعد ليبيا أحد أطرافها- على أن لجميع أفراد المجتمع حقوقا متساوية بداية بالكرامة الإنسانية واحترام الذات البشرية وعدم السماح بالاعتداء عليها أو مصادرتها باعتبارها غير قابلة للتصرف كأساس للحرية والعدالة والسلام العالمي. وإذ… تعترف الاتفاقية بأن التمييز ضد أي شخص على أساس الإعاقة يمثل انتهاكاً للكرامة والقيمة المتأصلتين للفرد، وإذ تقر بالحاجة إلى تعزيز وحماية حقوق الإنسان لجميع الأشخاص ذوي الإعاقة، بمن فيهم أولئك الذين يحتاجون دعما أكثر تركيزاً. وإذ… يساورنا القلق إزاء الانتهاكات التي يتعرض لها الأشخاص ذوي الإعاقة في ليبيا عبر وسائل الإعلام بالرغم من كل الصكوك والاتفاقيات الدولية، وكان آخرها ما بثتّه قناة سلام الفضائية بتاريخ 22/24 رمضان الموافق 15/17 مايو 2020 عبر برنامجها المسمى (توجع لكن مية مية) حيث لوحظ اعتماد الحلقتين على الاستخفاف بالأشخاص ذوي الإعاقة وجعلهم مادة مضحكة بالسخرية والاستهزاءً بهم مما يخالف أبسط القيم الإنسانية والأخلاقية المتعارف عليها. علـــيه فإننــا… نستنكر وندين هذا العمل الغير المتزن، ونحمل إدارة القناة المسؤولية القانونية والأخلاقية جرّاء الإساءة للأشخاص ذوي الإعاقة، ونطالبها بتقديم اعتذار رسمي والتوقف عن عرض أي حلقات تمس الأشخاص ذوي الإعاقة.صدر بتاريخ 18/5/2020المنظمات الموقعة :منظمة زيكم زينا لحقوق الأشخاص ذوي الإعاقة نداء لحقوق الإنسان والتنمية المجتمعية جمعية طيور السلام لحقوق الإنسان المركز الليبي لحرية الصحافة |

| Joint Statement Subject: Violations against people with disabilities rights committed by Salam TV. 18.05.2020, In a time when international human rights conventions and covenants (including the International Convention on the Rights of Persons with Disabilities (CRPD) 2006 which Libya is one of its parties) affirm that all members of society have equal rights, beginning with human dignity and respect for the human self, and not to allow assault or confiscation which is considered not acceptable on the basis of freedom, justice, and world peace. Recognizing that discrimination against any person based on disability is a violation of the inherent dignity and value of the individual, and recognizing the need to promote and protect the human rights of all persons with disabilities, including those who need more focused support, The signed organizations are concerned about the violations suffered by people with disabilities in Libya through the media despite all international instruments and agreements, the most recent of which was broadcasted on Salam TV channel on 22/24 Ramadan (17th/15th of May 2020) through its program called (Tojaa lakin 100%) where It was observed that the last two episodes focused on disregarding people with disabilities rights and made a ridiculous and mockery of them, which contravenes with the most basic human and moral values recognized. Accordingly, we condemn this atrocious act and We hold the channel’s management the legal and ethical responsibility for this offense, and demand a formal apology and a seize on broadcasting of any material that affects people with disabilities. |
